Local Authorities are made up of Unitary, Metropolitan, County, District and London Borough councils. The unitary system of local government was adopted by Scotland and Wales in the 90s, Northern Ireland and the Scottish Island Councils already had unitary status; although a number of unitary councils have been created in England, the two tier system has been retained as this is deemed to be the most effective approach to meeting the needs of many areas. While legally required to provide certain functions, local authorities have complete autonomy in how they are structured and how they provide services.
